Thank you for your interest in doing business with VIHA.

VENDORS/SUPPLIERS

To maximize its contracting dollar, the Virgin Islands Housing Authority looks for as much competition as the open market will provide. Consequently, we are always seeking new, qualified vendors/suppliers. Our Vendor Application must be completed in its entirety, notarized, and submitted with a copy of your current business license to the Procurement Department at the address listed below. Your firm’s name and address will be retained on our master vendor list.

HOW TO SUBMIT A PROPOSAL 

In order to submit a proposal, you must first register as a vendor or supplier. Once registered, contact us here for submission details.

HOW TO SUBMIT AN INVOICE 

All invoices must be submitted to the person/Department who requested the service or goods. In order to successfully submit an invoice, it must include the following information:

  • Invoice Number
  • Service Description
  • Vendor Number
  • Date of Service
  • Contract Number
  • Any Other Information Required by Contract.

 

Section 3

What Is A Section 3 Businesses Concern?

A Section 3 Business Concern is a business:

  • That is at least 51% or more owned by Section 3 residents, or
  • Whose permanent full-time employees include persons, at least 30% of whom are currently Section 3 residents, or within 3 years of the date of first employment with the business concern were Section 3 residents, or
  • That provides evidence of a commitment to subcontract in excess of 25% of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications.

Bids & Contracts

For all modernization, rehabilitation or new construction housing and housing-related work, VIHA will ensure the strictest compliance with applicable federal laws, including the Americans with Disabilities Act (“ADA”) and amendments, Fair Housing Act (“FHAct”), and Uniform Federal Accessibility Standards (“UFAS”) standards and regulations.

All accessibility code-compliant work (ADA, FHAct and/or UFAS) will be certified by either an in-house or VIHA-contracted architect or engineer accessibility expert. Please note that VIHA may withhold all or a portion of a progress payment or final payment to the Contractor for non-compliant work.

RFP #2025-003 INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) STT/STX

The Virgin Islands Housing Authority (VIHA) has embarked on a goal of completing all repairs that have been identified as “life-threatening of health and safety” within our occupied public housing apartments between the islands of St. Thomas and St. Croix. It is the intent of VIHA to enter into Indefinite Delivery/indefinite Quantity(IDIQ) contracts with one (1) or more qualified Contractor or Tradesperson to make repairs to occupied public housing apartments identified by the NSPIRE inspection reports conducted by FOCUS and HUD In the St. Thomas and St. Croix Districts. VIHA intends to enter into contracts with one (1) or more qualified Contractor or Tradespersons in order to establish an appropriate “pool” of qualified Contractor or Tradespersons (“pool”).
