Emmanuella, a seasoned professional with over twenty-five years of experience in educational and youth development, leads the Resident Wellness Empowerment (RWE) Department at the Virgin Islands Housing Authority (VIHA). Through collaboration with residents and staff, she strives to create a vibrant and supportive community, empowering VIHA residents to embrace opportunities for stability and growth.
Works with the Director and Assistant Director of RWE to identify and implement solutions to removing barriers to resident success. Assist the team with diverse projects and provide general administrative support to VIHA residents through a combination of strategic programming.
Helps applicants across the territory use Bright Path to achieve financial stability and independence. Participants in public housing, housing Choice Voucher, or project-based voucher programs receive guidance, referrals, encouragement, and support to complete the program and ultimately receive a financial reward.
Establishes Resident Councils in VIHA communities and appoints Resident Commissioner for each district (St. Croix, St. Thomas/St. John). These Commissioners represent their communities and districts in regularly scheduled VIHA Boards meetings, keeping residents informed about any new policy changes.
Builds relationships with residents, assess their wellness needs and goals, and refer them to community partners who can provide the services they need. Coordinators work in their assigned communities across the Virgin Islands territory.
Provides marketing materials for events, activities, initiatives, and distributes to residents, VIHA staff, and community stakeholders. Design campaigns to promote events and resources to the community. Collaborates with local media outlets using technologies like newsletters, social media, and email to connect with VIHA communities and stakeholders.
